The present invention relates to a wind load reducing soundproof panel using a bar-shaped sound absorbing member which has a bar-shaped sound absorbing member longitudinally extended lengthwise and installed in an empty space therein and a through hole formed in a thickness direction to allow a wind to pass to allow free passage of the wind in a transverse direction of a road to reduce a wind load and exhibit excellent sound absorbing efficiency, a soundproof panel unit having the same, and a soundproof wall using the same. According to the present invention, noise can be effectively absorbed to block the noise. A wind load applied to a soundproof wall is greatly reduced to reduce strength of a pole or a number of poles or construct a higher soundproof wall than a conventional technique.
