PROBLEM TO BE SOLVED: To provide a film including a biaxially oriented polyester layer that can provide heat sealing properties and a packaging bag including the film by a method with high efficiency and high safety.SOLUTION: A film is composed of a single layer of biaxially oriented polyester having a melting point of 225°C to 270°C, or a multi-layer body including the layer of biaxially oriented polyester on the front surface. The layer of biaxially oriented polyester has a microstructure having an uneven front surface in a predetermined area.SELECTED DRAWING: Figure 1
