The objective of the present invention is to provide an exercise assisting device, an exercise assisting method and an exercise assisting program capable of allowing a user to exercise under an appropriate load. This exercise assisting device 10 is provided with: a pulse measuring unit 21 which measures the pulse rate of a user; a movement pace measuring unit 20 which measures the pace of movement of the user; and a guide unit 22 which guides the pace of movement of the user on the basis of a pulse rate range set in advance by the user, the pulse rate measured by the pulse measuring unit 21, and the pace of movement measured by the movement pace measuring unit 20.
