PROBLEM TO BE SOLVED: To reduce the occurrence probability of a call inconvenient to the user of a telephone number and an accounting probability on a telephone number use determination device in determining whether the telephone number is being used or not.SOLUTION: A telephone number use determination device includes: a request signal transmission unit 12 for transmitting a request signal with the telephone number being a determination object as a telephone number; and a telephone number use determination unit 14 for determining that the telephone number being the determination object is being used when a fallback request signal is received.
