<p>An image display device having a rate change (FRC) unit of motion compensation type and displaying an image including a high-speed region and a low-speed region and having a quality prevented from deteriorating. An FRC unit has a motion vector detecting section (11e) and an interpolation frame creating unit (12b). The motion vector detecting section (11e) includes first region detecting means (112e<SUB>1</SUB>) for detecting a first region (high-speed region) involving the amount of motion equal to or more than a first predetermined amount from an inputted image signal, second region detecting means (112e<SUB>2</SUB>) for detecting a second region (low-speed region involving the amount of motion equal to or less than a second predetermined amount from the inputted image signal, and third region detecting means (113e) for detecting a still region according to the difference between the frames of the inputted image signal. An interpolation frame creating section (12b) performs motion compensation interpolation using a motion vector for the still region in the first region (background) and zero-vector interpolation for the still region in the second region (foreground).</p>
