<P>PROBLEM TO BE SOLVED: To provide a graphic picture generating device which generates a graphic picture and tests the display thereof even when a terminal to receive process data is not determined in a process control monitoring system, and which easily registers or changes the terminal to receive the process data as necessary. <P>SOLUTION: The graphic picture generating device of a process monitoring control system includes a display device and a storage device, and configured to generate a graphic picture for displaying a process status on the display device according to the combination of the display modes of a graphic and process data. In generating an image of the display modes to be displayed on the graphic picture, a dummy terminal is automatically allocated as the terminal to receive the process data to the display modes, and the allocated dummy terminal is stored in the storage device in the form of a table.
