PROBLEM TO BE SOLVED: To solve the problem in which the prediction efficiency is not satisfactory when an error occurs in a pixel inside a block not at a block boundary.SOLUTION: A filter parameter decoding unit 204 acquires from a code string stream a flag indicating that a filter parameter and a block code string are multiplexed in units of blocks, acquires from the code string stream an acquisition flag indicating whether or not the filter parameter of a block to be decoded is acquired from an adjacent decoded block, and when the acquisition flag indicates that the filter parameter is not acquired from the adjacent decoded block, acquires the filter parameter of the block to be decoded from the code string stream. A CTB decoding unit 202 decodes the block code string to acquire decoded image data of the block to be decoded.
