<P>PROBLEM TO BE SOLVED: To suppress a user's sense of psychological resistance with qualification authentication. <P>SOLUTION: A card reader 300 effectively acquires only a user attribute from a card 350 recording both a user ID and the user attribute. When the card 350 is taspo, a user attribute "adult" is acquired. In this case, it is proved that the user is an adult, and provision of adult services such as adult-limited questionnaires is permitted.
