<P>PROBLEM TO BE SOLVED: To provide a video codec system equipped with real-time complexity adaptation and region-of-interest coding. <P>SOLUTION: In a video conference system in which a plurality of video codecs simultaneously operate, there is provided a method by which each codec is adapted to network load conditions changing due to, for example, participants joining/leaving the conference (system). To support video in this type of dynamic environment, the codec is designed so that complexity and distortion can be controlled and can make intelligent tradeoffs among complexity, rate, and distortion. For complexity control, the codec monitors the available computational resources of the system during run-time and adapts its encoding/decoding logarithms to best match the complexity measurement results.
