PROBLEM TO BE SOLVED: To provide a manufacturing method of a solid polymer electrolyte membrane uniformly impregnated with solid polymer electrolyte resin, to provide the solid polymer electrolyte membrane, and to provide a fuel cell.

SOLUTION: Liquid containing the solid polymer electrolyte resin 22 is discharged as liquid drops having a uniform size on a porous membrane 23 with an ink jet device 9 to uniformly impregnate in a minute region, and the discharge is conducted over a wide range. The solid polymer electrolyte membrane 2 uniformly impregnated with the solid polymer electrolyte resin can be obtained and the performance of the fuel cell 1 using the solid polymer electrolyte membrane can be stabilized.
