PROBLEM TO BE SOLVED: To provide a vehicle monitoring system, an on-vehicle terminal device and a vehicle monitoring method, enabling accurate and quick allocation of vehicles. SOLUTION: A vehicle allocation system 1 includes: the vehicle monitoring system 2 for acquiring vehicle information from each vehicle 5, selecting a vehicle to be allocated and outputting a vehicle allocation command on request for allocation of a vehicle from a customer 6 by telephone; and a telephone transfer device 3 for allowing the customer and the crew of the vehicle to be allocated to directly talk with each other by transferring the call from the customer to the vehicle to be allocated. Thus, when a request for allocation of a vehicle is received from a customer, the customer and the crew can directly talk with each other, so that the crew can accurately recognize the route to reach the customer to achieve sure and quick allocation of vehicles.
