PROBLEM TO BE SOLVED: To provide a hydrogen-generating device that prevents degradation of efficiency.SOLUTION: A hydrogen-generating device 100 includes: a reforming container 2 for generating hydrogen-containing gas by reforming reaction using raw material gas; a temperature detector 2a for detecting the temperature of the reforming container 2; a hydrodesulfurizer 1 for removing sulfur contained in the raw material gas by hydrodesulfurization reaction; a recycle flow path 9 for supplying recycle gas which is part of the hydrogen-containing gas to the hydrodesulfurizer 1; a raw material gas flow rate detector 4 which is set in the flow path through which the raw material gas flows upstream of a part where the recycle gas and the raw material gas join together for detecting the raw material gas flow rate; and a controller 10 for adjusting the flow rate of the recycle gas on the basis of the temperature of the reforming container 2, the raw material gas flow rate and the recycle gas flow rate.SELECTED DRAWING: Figure 1
