A dispenser includes a container 14 defining an interior space and a dispenser opening 282 communicating with the interior space. The container 14 also includes an insert 62 that is received by the container, that bolsters the strength of the container walls, and that supports a spindle 78 on which a winding is supported within the container. The opposite ends of the spindle 78 are received by a respective spindle support bore 70 and engage respective side walls of the container 14. The container 14 also includes a core about which an elongated, perforated, strip of flexible material is wound and which is rotatably supported by the spindle 78 within the container 14.
