PROBLEM TO BE SOLVED: To prevent the reduction of quality of a product and the occurrence of product loss by automatically calculating turret inversion diameter and setting it again if conveyance speed for the whole paper is changed when joining-adding diameter and thickness of the whole paper are inputted to start joining-adding connection securely, improve throughput of the whole line, and reduce cost. SOLUTION: This whole paper reeling-out machine has a turret arm to which a first whole paper roll and a second whole paper roll for reeling out the whole paper 17 are attached and which is inverted centered on a rotary shaft, an automatic joining device for joining and adding a start end of the whole paper 17 of the second whole paper roll to the whole paper 17 of the first whole paper roll, and a controller 31 for calculating turret inversion diameter of the first whole paper roll based on set values of the joining-adding diameter of the first whole paper roll and thickness of the whole paper 17.
