PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having high and stable wear resistance and scratch resistance through the inner part of a surface layer and favorable electric characteristics and achieving high picture quality for a long period, and to provide a manufacturing method of the photoreceptor, an image forming method and an apparatus using the above long-life high performance photoreceptor. SOLUTION: The electrophotographic photoreceptor is manufactured by layering at least a photosensitive layer on a conductive support and a surface layer thereon by UV irradiating for copolymerization of a radical polymerizable monomer having no charge transporting structure and three or more functional groups and a radical polymerizable compound having a charge transporting structure to copolymerize with UV light. The photoreceptor has a crosslinked layer formed by incorporating photoinitiators initiators having absorption wavelengths different from each other into layers of the surface layer comprising two layers of an upper layer and a lower layer, and curing the layers by using a plurality of UV lamps having the light emission energy according to the absorption wavelengths of the respective photoinitiators.
