PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of supplying stable picture quality by removing bipolar toner by a cleaning means which is applied with a bias and comprises a brush and a roller other than the brush. SOLUTION: The image forming apparatus is constituted so that a toner image formed on an image carrier is transferred to an intermediate transfer body, further the toner image is transferred to a transfer material, and then toner remaining on the intermediate transfer body is cleaned by the cleaning means after the toner image is transferred, wherein as the cleaning means, a conductive brush is arranged upstream from the intermediate transfer body which rotates and a conductive roller is arranged downstream.
