A communication system, a communication equipment and method, and a program thereof are provided to suppress the phenomenon that speed is decreased by improving the efficiency of communication processing. A UD(1002) comprises a communication part(1051), a reference electrode(1052), a signal electrode(1053), a service processing part(1054). The communication part(1051) performs processing about communication. The reference electrode(1052) and the signal electrode(1053) are provided to transmit and receive signals. The service processing part(1054) performs processing about a service provided from a reader-writer. The communication part(1051) comprises a communication control part(1061), a transmitting/receiving part(1062), and a timer(1063). The communication control part(1061) executes communication control processing. The transmitting/receiving part(1062), connected to the reference electrode(1052) or the signal electrode(1053), transmits and receives signals through the signal electrode(1053). The timer(1063) provides time information to each of the components of the communication control part(1061).
