PROBLEM TO BE SOLVED: To provide a bag manufacturing and packaging machine constantly, consistently and excellently sticking a banner material to a packaging material. SOLUTION: The bag manufacturing and packaging machine packages an object to be packaged by forming an upper edge and a lower edge of a bag by thermally welding a packaging material bent in a cylindrical shape in the transverse direction, and manufactures the bag with a tape-like banner stuck thereto between the upper edge and the lower edge. The machine has: a packaging material conveying means for delivering a packaging material W from a roll WR and conveying it to a packaging unit 20; first and second dancer rollers 14 and 18 for the packaging material which are arranged in the middle of a packaging material conveying path between a roll supporting part 12 and the packaging unit 20 to adjust the tension in the packaging material; and a banner material sticking means 16 for sticking the banner material S to the packaging material. The banner material sticking means 16 sticks the banner material S to the packaging material W between the first and second dancer rollers 14 and 18 for the packaging material.
