PROBLEM TO BE SOLVED: To provide a photoelectric conversion element and a solar battery which are small in fluctuation of a photoelectric conversion efficiency, and which enable the exhibition of a stable battery performance, and have superior humidity resistance.SOLUTION: A perovskite film-forming liquid comprises: at least one of compounds expressed by the formulas (1A) and (3); and at least one kind of solvent. In the perovskite film-forming liquid, the content Cdefined by the formula (A) is 50 mass% or more, and the at least one kind of solvent has a relative dielectric constant of 2.0-20. A photoelectric conversion element 10A and a solar battery each comprise a perovskite film formed by use of the perovskite film-forming liquid.
