PURPOSE: A forced rotation apparatus and a pulverizer comprising the same are provided to change cutter shape and to improve pulverizing power. CONSTITUTION: A forced rotation apparatus comprises: an apparatus body(110) which is independently and rotationally formed by being inserted to a certain rotator; a connecting rod(120) which hold the apparatus body and rotator by coupling to the rotator; a manipulation member(130) which is connected to a certain fixture; and an operation member which forcibly rotates the held apparatus body and rotator.
