PROBLEM TO BE SOLVED: To provide a call connection system between unspecified subscribers with each other in which the unspecified users who do not mutually know the telephone numbers of the opposite subscribers can connect a call. SOLUTION: When a subscriber terminal 10 dials a specified telephone number, an exchange 01 notifies a service control system 30 of the specified telephone number, the system 30 retrieves a connection object table 31, registers the terminal 10 in a connection waiting subscriber registration queue 32 when a connection desiring subscriber terminal is not registered and notifies the terminal 10 to the effect that the terminal 10 is registered in the queue 32 through the exchange 01. Next, when a subscriber terminal 20 dials a specified telephone number, an exchange 02 notifies the system 30 of the specified telephone number, the system 30 makes the exchange 01 to respond to the terminal 10 and instructs the exchanges 01 and 02 to make the terminals 10 and 20 have a speech communication through a speech communication line 40.
