<P>PROBLEM TO BE SOLVED: To provide a ruthenium complex useful as a sensitizer efficiently using light energy. <P>SOLUTION: The ruthenium complex compound is represented by formula(I): RuLL'X [ L is a 2,2'-6',2"-terpyridine derivative group containing either of at least one carboxy group, sulfo group or phosphate group as linkage group, wherein each of the linkage group(s) is one of alkali metal salt and ammonium salt of an acid; L' is an ethylenediamine derivative group of formula(a)( wherein, A, A', R, R', R" and R"' are each an alkyl, alkoxyalkyl, aminoalkyl, perfluoroalkyl, aryl or H; and X is a monodentate ligand selected from halide, cyano, isothiocyano and thiolato groups )].
