PROBLEM TO BE SOLVED: To provide an image data creation apparatus for creating image data capable of displaying both a region outside a range observable by a radar apparatus and a region in which targets are not present in a distinguishable way, provide an image display apparatus for displaying observation results of the radar apparatus on the basis of the image data, and provide a radar system provided with such an image data creation system and an image display apparatus. SOLUTION: A data mapping part 14 converts data acquired by a radar part 12 into data constituted of a set of unit pixel data and inputs it to a temporary storage part 16. Each unit pixel data has flags indicating whether pixels lie within the range observable by the radar part 12 or not. An extraction part 18 extracts data on a plane to be observed from the temporary storage part 16 and inputs it to a part 22 for creating image data with observable range display. The part 22 for creating image data with observable range display creates image data in which color tones outside the observable range are set at predetermined color tones on the basis of the flags.
