An illumination device for exciting a fluorescent substance by irradiating the fluorescent substance with laser light from a laser irradiation device to emit visible light for use as illumination light, comprising: a light scattering material; and a light projecting member for projecting fluorescent light emitted from the fluorescent substance, wherein the fluorescent substance and the light scattering material are arranged in this order on an optical axis of the laser light so that the fluorescent substance is away from the light scattering material, the light scattering material covers and is attached to part of the light projecting member, and the light scattering material includes light scattering particles or surface irregularities and allows the laser light and the light from the fluorescent substance to pass through the light scattering material and the light projection member, while scattering the lights by the scattering particles or surface irregularities.
