PROBLEM TO BE SOLVED: To provide an operation management server capable of generating an operation program by using weather data with coarse precision.SOLUTION: A generation part 100 provided at an operation management server 10 generates third weather data from first weather data and second weather data. The first weather data includes forecasted highest temperature and forecasted lowest temperature corresponding to the location of a building per day in a control object period. The second weather data represents a temperature change corresponding to the location of the building on a measurement date before the control object period. The third weather data represents a temperature change following a time series in the control object period. The generation part 100 generates an operation program for controlling equipment in the control object period on the basis of the third weather data.SELECTED DRAWING: Figure 1
