A heat exchange apparatus for a fuel cell having a steam reformer and a heat recovering device according to the present invention allows exhaust gas reuse in a fuel electrode (20) and an air electrode (30) constituting a stack module (10). The heat exchange apparatus for a fuel cell includes: a steam reformer (100) into which combustion gas and catalytic reforming gas flow; a heat source portion (600) supplying combustion heat to the steam reformer (100); and a heat recovery unit (300, 400) recovering heat of fuel electrode exhaust gas and air electrode exhaust gas flowing in from the stack module (10) for re-supply to the fuel electrode (20) and the air electrode (30) or supplying recovered heat to the heat source portion (600).
