<P>PROBLEM TO BE SOLVED: To provide a semiconductor element and a semiconductor device in which terminal arrangements are easily modified. <P>SOLUTION: A remote control photo detector 1 includes a photodiode 3, a control IC 4 provided with a plurality of connecting terminals conducting through external terminals 22 (221-223) and wires L<SB>G1</SB>-L<SB>G3</SB>. The control IC4 includes a signal output terminal S<SB>OUT1-3</SB>, a power terminal V<SB>CC1-3</SB>and a digital ground terminal G<SB>D1-3</SB>other than a signal input terminal S<SB>IN</SB>as connection terminals.
