PROBLEM TO BE SOLVED: To immediately prepare an electrodeposition coating process.SOLUTION: In a starting and stopping device for an electrodeposition coating device 1, the electrodeposition coating device 1 includes: a degreasing tank 2 that contains a degreasing liquid; a chemical conversion tank 4 that contains a chemical conversion liquid; an electrodeposition tank 6 that contains an electrodeposition liquid; and an electrodeposition liquid stirring pump that stirs the electrodeposition liquid 6. The electrodeposition coating device 1 further includes a heat pump 10 for heating a heating medium (warm water) in pipes 12 and 22 for heating the degreasing liquid and the chemical conversion liquid, and for also cooling a cooling medium (cold water) in pipes 16 and 26 for cooling the electrodeposition liquid. The heat pump 10 operates with heat generated from the electrodeposition liquid stirring pump as a heat source, and keeps the degreasing liquid and the chemical conversion liquid warm, while a pretreatment electrodeposition coating process is stopped. |
