A touch electrode layer and a touch screen. The touch electrode layer (10) comprises a first touch electrode (101) and a second touch electrode (102) which are arranged on a same layer. At least a portion of the first touch electrode (101) is wrapped by the second touch electrode (102), and the shape of the first touch electrode portion (1011) wrapped by the second touch electrode (102) is a circular shape or an oval shape. A first gap (103) is provided between the first touch electrode portion (1011) and the second touch electrode (102) wrapping same. The touch electrode layer (10) can solve a blanking problem caused by regular light reflection of a groove between touch electrodes.
