<P>PROBLEM TO BE SOLVED: To provide a device for resolving migration insulation failure that resolves insulation failure by migration between mutually adjacent input terminals, without applying a drip-proof material, and to provide a method thereof. <P>SOLUTION: The device 1 for resolving the migration insulation failure includes the mutually adjacent input terminals 2, 3 and a determination means 41. When an input voltage VS1 input to the input terminal 2 and an input voltage VS2 input to the input terminal 3 are detected and therewith these voltages are the same during a first time t1 and are simultaneously changing to the same value, the determination means 41 determines the occurrence of the insulation failure due to migration between input terminals 2, 3.
