An ATM(Asynchronous Transfer Mode) cell monitoring device in a synchronous mobile system and a method thereof are provided to perceive delay or loss of data by monitoring ATM cells received in a control station of a CDMA(Code Division Multiple Access) synchronous mobile communication system, thereby improving quality of a voice call or a data call. An ATM monitor unit(64) comprised on a selector board(62) reads header information of received ATM cells to perceive whether the ATM cells need to be detected. If so, the ATM monitor unit(64) records/stores the header information and an offset value which is the current time value, and records/stores the number of the ATM cells received within a set time to decide whether the ATM cells are delayed or lost, then predicts a spot where abnormality occurs.
