A thin multi-layered electro-magnet absorption film by controlling surface resistance is provided to intercept electromagnetic waves so as not to affect a semiconductor, a mobile phone, and electronic digital equipment. In a thin multi-layered electro-magnet absorption film by controlling surface resistance, a magnet metal composite layer(21) is dispersed and connected by a conductive polymer layer(22) and soft metal having regular electric resistance between 20 -1000 ohm through an organic binding agent. The magnet metal composite layer(21) has a layered structure of at least two layers and has thickness of less than 0.1mm.
