PROBLEM TO BE SOLVED: To precisely identify an input image by using characteristic information. SOLUTION: A gate calculating part 41 calculates a gate image expressing the region of the characteristic section of an input image. Then, a texture converting part 42 extracts a partial image as the image of the characteristic section from the input image by using the gate image, and converts the partial image into texture information such as statistical information expressing the statistical features of the pixel values of the partial image or pixel value dependence information depending on only the pixel values of the partial image. Then, the input image is identified by using the texture information. For example, this may be applied to a device which identifies an image on which the face of a person is projected.
