PURPOSE: A user device and an operating method thereof are provided to define a new condition for triggering the user device and use the new condition during handover, thereby simplifying signal transmitting procedures. CONSTITUTION: Information including a plurality of conditions is saved. The conditions are for triggering the UE to transmit a measurement report with a measurement result executed in UE(User Equipment) through a network. It is checked whether the conditions are satisfied(203). If one among the conditions is satisfied, the measurement report is transmitted. The conditions are defined by parameters and/or variables.
