PROBLEM TO BE SOLVED: To quickly execute the preparation of an annealing operation and also, to narrow the heating range by including a heating body having high heat resistance and high oxidizing resistance in a heat insulating case having an opening part and radiating the heat emitted from the heating body toward an annealing objective part. SOLUTION: A heater 1 for annealing is disposed on a tube plate 11 so that the opening part 5o is faced to a welding part 16, and the welding part 16 is faced to the heating body 3. An inner case 5a, outer case 5b and inner wall part 5c in the heat insulating case 5, are integrated and further, since the heating body 3 is connected with the inner case 5a, the preparing work for annealing is quickly executed. After setting the heater 1 for annealing on the tube plate 11, the electric power is supplied into the heating body 3. The welding part 16 is heated at about 600-700 deg.C with the radiating heat from the heating body 3. After holding to this temp. for a fixed time, the welding part 16 is air-cooled to complete the annealing. In the case of forming the heating body 3 with silicon carbide, the heating body 3 can be made to further higher temp.
