PROBLEM TO BE SOLVED: To obtain a cosmetic composition effective for preventing, mitigating or improving dry skin, rough skin, chapped skin and the like, and also effective against dry hair, rough hair, split hair, broken hair and the like by including specific moisturizing plant extracts. SOLUTION: This composition is obtained by including pref. 0.001-5 wt.% more pref. about 0.01-1 wt.%, on a dry extract basis, of at least one kind of plant extract selected from those from Una de gato, Hercampuri, Quinoa, Sangre de grado, Cedron, Chanca-piedra, Pajaro bobo, Balsamina, Boldo, Matico, Manzanilla and Muna. For any of the above plants, leaves, stems, roots, flowers, seeds or whole grass can be used, and the extraction is made by soaking them in an appropriate solvent (e.g. water, ethanol, 1,3-butylene glycol) normally at about normal temperatures for 1-7 days; after the extraction, a filtration is made and, as necessary, the resulting extract liquid is diluted, concentrated or evaporated to dryness.
