<p><P>PROBLEM TO BE SOLVED: To create/update a criterion for delivering information on the basis of merchandise purchased by a user or a service used by the user without imposing a burden on the user. <P>SOLUTION: When a user 1 visits a store 2, a membership data and filter data for the user is transmitted from a user terminal 100 to a store terminal 200, and the information regarding the merchandise purchased by the user 1 or the service used by the user is transmitted from a register 250 to the store terminal 200 as the information for a register. The store terminal 200 transmits the membership data, the filter data and the information for the register to a corporate headquarters server 300. In the corporate headquarters server 300, an updated filter information is created based on the filter data, the information for the register and history data of the merchandise/the service for the user and the updated filter data is provided to the user terminal 100 via the store terminal 200.
