PROBLEM TO BE SOLVED: To provide a planar lighting device which avoids a drop in brightness on the periphery of a lighting range and an improvement in the uniformity of brightness of the periphery than a conventional device does.

SOLUTION: The planar lighting device 100 includes a basic substance 130, a plurality of first light sources 111 which are arranged on the basic substance 130 along one direction on the basic substance 130 and another direction crossing the one direction to emit light in a lighting direction that is the direction of going away from the basic substance 130, a plurality of second light sources 121 and 121' which are arranged outside a first light source arrangement area A in which the first light sources 111 are arranged to emit light in a direction different from the direction of emission of the first light sources 111, and reflective surfaces 131a and 131b which are formed on the basic substance 130 to reflect at least part of light emitted from the second light sources 121 and 121' in the lighting direction.
