<P>PROBLEM TO BE SOLVED: To provide a system for controlling use or distribution of digital works and repositories. <P>SOLUTION: The system has a plurality of repositories, wherein at least one of the repositories is provided with a processing means having a requester operation mode and a server operation mode, and a storing means for storing digital works and usage rights. The processing means, in the requester operation mode, performs an access request to digital works of other repositories and receives the digital works.
