<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of carrying out a safe operation without lowering a temperature of a fuel cell at replenishing cooling water. <P>SOLUTION: The fuel cell system is composed of a cooling water-circulating pump 41 for circulating cooling water for maintaining a fuel cell 11 at a specific temperature, a cooling water-circulating passage 43, a cooling water-storing tank 42 for storing cooling water, a cooling water-consuming passage 44 for supplying the cooling water to an air humidifying unit 32, and a cooling water-replenishing passage 45.
