PROBLEM TO BE SOLVED: To manufacture a pavement flat plate of high quality at a low cost and in a short time by using a moisture-curing low viscosity adhesive and at the same time, injecting steam into a form where a kneaded bark is pressure- compressed. SOLUTION: Barks are ground and/or shredded and the size of these barks is adjusted in a sieving/sorting step and further, the barks are sufficiently mixed in a homogenizing/stirring step so that no qualitative variability occurs. In this case, an appropriate amount of wood chips is additionally mixed in order to enhance the binding strength and adjust the color tone and thereby upgrade the design characteristics. Further, a low viscosity adhesive is sprayed in a mist form to the barks with the help of a spray gun using compressed air, in such a process stage that the barks are moderately mixed in the homogenizing/stirring step. Finally, the material is transferred to a form molding step and saturated steam is injected into a mold where the material is properly compressed to harden the compressed material.
