PROBLEM TO BE SOLVED: To provide a road traffic control system that reduces the possibility of a repeated occurrence of an accident caused by a certain traffic condition. SOLUTION: In the event that an accident occurred, information on a vehicle traveling condition near the place where the accident occurred is analyzed by an accident cause analysis means 23 comprehensively based on the information on the traveling conditions including a congestion condition concerning a vehicle 12 collected by a data collection means 21, and is extracted as the accident cause. Service information for a traveling vehicle by an information service means 14 is changed by a service change content determining means 24.
