PROBLEM TO BE SOLVED: To provide a small-size image forming apparatus which uses a water-based developer and can form an image with high resolution. SOLUTION: The image forming apparatus comprises an optical writing means, a developing device coated with a photoreceptor layer to write an optical latent image thereon, a developer supplying device to supply a water-based liquid developer while touching the photoreceptor layer of the developing device to develop the optical latent image, and a pressing means to transfer the developed image to a medium. The photoreceptor layer is formed by applying and baking a titanium oxide compound on an insulating material as a substrate of the developing device, or vapor depositing, or laminating to form an intermediate layer.
