PROBLEM TO BE SOLVED: To provide a cooling device for preventing damages, such as a short circuit of a peripheral electric circuit, even if liquid leakage occurs, and to provide a projection display device which uses the cooling device, and electronic equipment using the cooler. SOLUTION: The cooling device comprises a heat receiving means 102 for receiving heat from a heating element which is an object of cooling, a liquid-like medium 110 for receiving heat from the heat-receiving means, a radiating means 114 for receiving heat from the liquid-like medium 110 and radiating heat, a flow passage for allowing the liquid-like medium 110 to flow, a liquid feed means 107 for circulating the liquid-like medium 110 in the flow passage, and absorbing means 118 and 119 for absorbing the liquid-like medium over the whole flow passage or the partial circumference thereof.
