<P>PROBLEM TO BE SOLVED: To safely implement storage configuration management and to improve the availability of the whole computer system. <P>SOLUTION: A volume allocation program on a management computer assigns, upon formation of a volume, a physical configuration management authority for a storage system holding the formed volume to a storage manager.
