PROBLEM TO BE SOLVED: To provide an electric characteristics measuring device capable of measuring the electric characteristics of fluid specimen containing powder with a high reproducibility. SOLUTION: The electric characteristics measuring device 10 of this invention, for measuring the electric characteristics of the fluid specimen containing the powder comprises: the first electrode 1; the second electrode 2 which is separately opposite to the first electrode 1; the fluid path forming part 11b for forming the flow path 7 between the first electrode 1 and the second electrode 2, together with the first electrode 1 and the second electrode 2; and the flowing means for making the fluid specimen flow in the flow path 7. In this case, the fluid specimen in the flow path 7 can be made to flow. Thereby, the precipitation of the powder in the fluid specimen can be sufficiently prevented and the condition that the powder in the fluid specimen is homogeneously dispersed can be maintained. In this condition, if the electric performance of the fluid specimen is measured while impressing voltage between the first electrode 1 and the second electrode 2, the dispersion of every measurement can be made sufficiently small.
