<P>PROBLEM TO BE SOLVED: To limit torque transmitted and applied to a head means from a handle means. <P>SOLUTION: This device has a head, a spindle, and a handle. The handle is rotataby mounted to the head by the spindle. The handle and the head are connected on a contact face. The device has an axial hole of the head offset from the spindle and constituted to occupy one part of the head, and an axial hole of the handle offset from the spindle and constituted to receive a torque limit insertion body. The axial holes of the head and the handle are cooperatively aligned according to the head at a first rotary position relative to the handle, and the torque limit insertion body transverses the contact face and enters inside the axial hole of the head. The head and the handle are coupled with each other in rotation via the torque limit insertion body.
