<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus or the like that can have a scale-down image without processing an end image, inserting a line buffer, and without output of dummy data when creating a thumbnail image. <P>SOLUTION: If input pixel data is at the end of a line when the number of lines is unsettled, the image processing apparatus that scales down image data read from an ADF continues to hold the pixel data until it determines whether the pixel is the one for end signal output.
