<P>PROBLEM TO BE SOLVED: To shorten a start-up time of a function having a high use probability of a user out of various functions provided in a navigation system. <P>SOLUTION: In the navigation system comprising hardware 1 and software 2, in which various functions mounted in advance to the navigation system are started up so as to be usable when a power supply of the navigation system is turned on, the state of a vehicle mounting the navigation system is detected, and a start-up priority order of pieces of application software 23 corresponding to the various functions including a switch operation function, a route guidance function, and a destination setting function mounted to the navigation system, is set on the basis of the state of the vehicle. The set start-up priority order is stored.
