A hot-rolled steel sheet or plate which has a chemical composition including, in terms of mass%, 0.010-0.100% C, up to 0.30% Si, 0.05-1.00% Cr, 0.003-0.050% Nb, 0.003-0.200% Ti, etc. In the case where regions which are each surrounded by grain boundaries where the difference in orientation is 15º or greater and which each have an equivalent circular diameter of 0.3 µm or larger are defined as crystal grains, crystal grains each having an in-grain orientation difference of 5-14º account for 20% or more, in terms of areal proportion, of all the crystal grains.
